Over 4 months passed since the opening night of the 2026 Ban Flower Festival took place, yet in Định Thị Liên’s memory (Điện Biên Phủ ward), the melodies, colors, and emotions of the artistic program “Ban Flower - Điện Biên Aspirations” remain distinct, as music, lighting, and modern performance technologies blended with traditional cultural features on a brightly lit stage to recreate a Điện Biên both steeped in identity and filled with rising aspirations.
Liên shared that watching such a large-scale and emotional artistic program made her truly impressed and proud of her homeland, noting that through each performance act, distinct cultural values of Điện Biên were introduced vividly to leave deep emotions in viewers and contribute to promoting the local image to numerous tourists.
That emotion represents what every festival season brings to residents and tourists alike, as soft Xòe dances, bustling panpipe sounds, bright colors of traditional costumes, or folk rituals preserved across generations contribute to telling stories about the land, people, and cultural identity of Điện Biên.
For many years, the Ban Flower Festival stood as a distinct cultural and tourism rendezvous for the province every March. Beside the elaborately invested opening art program lies a chain of experiential activities carrying deep historical and cultural imprints - such as cooking on Hoàng Cầm stoves, soldier meals at Điện Biên Phủ Battlefield historical sites, the “U Va Legend” real-scene performance, folk song, dance, and music festivals, traditional ethnic costume performances, and street carnivals - where every space and activity builds emotional touchpoints helping tourists experience and feel the cultural depth of this historical land directly rather than merely sightseeing.
Beyond the Ban Flower Festival, during the first 6 months of the year, 42 traditional folk festivals and cultural, tourism festivals took place across local areas in the province. Festivals such as Xên bản, Gầu Tào, new rice celebration rituals, fire jumping, water splashing Tết, and Hoàng Công Chất Temple Festival continue being preserved and organized suitably with practical conditions, creating spaces for the community to practice, hand down, and promote traditional cultural values.
The chain of distinct cultural and artistic activities contributed to enriching the spiritual life of the people and creating attraction for Điện Biên tourism. In the first 6 months of the year, the province welcomed nearly 990,000 visitors, representing a 1.2-fold increase compared to the same period last year, with total revenue from tourism activities reaching nearly VND 1,794 billion.
Promoting identity, creating development drivers
Behind every festival, folk song melody, or preserved traditional stilt house lie persistent efforts by Điện Biên province on the journey preserving and promoting cultural values, moving beyond preserving heritage to step-by-step turn culture into an endogenous resource that creates momentum for socio-economic development and elevates public living quality.
Alongside organizing cultural activities, Điện Biên attends to investing in grassroots cultural and sports institution systems, building additional activity, exchange, and creation spaces for the community. Cultural houses, sports grounds, libraries, and community activity points satisfied public cultural enjoyment demands while becoming places to preserve and hand down traditional values across generations.
Heritage preservation work is deployed synchronously as the province intensifies inventorying, scientific dossier compilation, and digitizing tangible and intangible cultural heritage, alongside producing publications and promotional videos introducing Điện Biên images to broad tourist audiences. Numerous artisans, village elders, and village heads receive support to continue teaching folk songs, folk dances, traditional handicrafts, and folk rituals, while community-based tourism human resources receive training to turn cultural identity into characteristic tourism products. Concurrently, smart tourism ecosystems, green tourism models, and domestic and international cooperation programs continue expanding, creating additional opportunities for Điện Biên culture to reach far.
According to Trần Hải Hà, Director of the Department of Culture, Sports and Tourism, in the current development period, culture and people are designated as spiritual foundations, endogenous resources, and crucial drivers of sustainable development, leading Điện Biên province to build and develop culture on the basis of preserving and promoting ethnic identity, harmoniously combining tradition with modernity, and balancing unique value preservation with international integration to step-by-step turn culture into an important resource driving socio-economic development and elevating public living quality.
To materialize that goal, Điện Biên continues deploying ethnic traditional cultural heritage preservation projects, boosting intangible cultural heritage digitization, and developing historical, eco-, and community-based tourism on the foundation of native cultural values, while emphasizing traditional cultural education in schools and building a Điện Biên human value system rich in patriotism, solidarity, creativity, integration, and responsibility toward preserving ethnic cultural identity.
Heading toward targets to welcome over 2.65 million visitors by 2030 - including roughly 600,000 international visitors - with tourism revenue exceeding VND 5,000 billion, Điện Biên is step-by-step materializing its aspiration to turn culture into a development driver, ensuring that as Xòe dances, panpipe sounds, traditional festivals, or community-based tourism villages continue being preserved and spread, culture represents not merely preserved memories but an endogenous resource generating new vitality for the homeland, contributing to affirming Điện Biên’s position on the cultural and tourism map of Viet Nam.
